What is the ALMM list and why it exists
ALMM stands for Approved List of Models and Manufacturers. MNRE (Ministry of New and Renewable Energy) maintains this list to ensure that solar panels used in government-subsidised installations meet minimum quality and efficiency standards. Only panels on this list qualify for PM Surya Ghar subsidy. The list covers both Indian and certain international manufacturers.
The ALMM list was introduced to prevent low-quality panels from flooding the market under the subsidy scheme. It works by requiring manufacturers to get their specific panel models independently tested and certified before listing. DISCOM inspectors check the installed panel model against this list at the site visit.
How to verify a panel on the ALMM list

Get the exact panel model number from your installerThe model number is more specific than the brand. Example: “Waaree WS-540M” or “Vikram Solar ELDORA G2 540”. You need the full model designation.

What happens if non-ALMM panels are installed
The consequences of using non-ALMM panels under PM Surya Ghar are clear and irreversible. At the DISCOM site inspection, the inspector verifies the panel model against the current ALMM list. If the model is not listed, the inspection fails. The system cannot get a commissioning certificate. Without the commissioning certificate, the subsidy process cannot complete. You lose Rs 78,000 permanently with no recourse.

Some installers offer cheaper panels claiming they are “equivalent quality” to ALMM-listed ones. This is irrelevant for subsidy purposes. Only the specific model appearing on the MNRE ALMM list qualifies. Quality is a separate question from ALMM eligibility.

Is the ALMM list the same as the BIS certification list?
No, they are separate requirements. BIS (Bureau of Indian Standards) certification under IS 14286 is a product safety and quality standard. ALMM is specifically for subsidy eligibility under government schemes. Some panels may have BIS certification without being ALMM-listed, and vice versa. For PM Surya Ghar subsidy, ALMM listing is the relevant check.
How often is the ALMM list updated?
MNRE updates the ALMM list periodically, typically several times a year, as new models get certified and some older models are removed. Always verify using the most recent version of the list, not an older copy. The date of the document is printed on the MNRE publication.
Can my installer get a panel ALMM-listed after installation?
No. ALMM listing requires independent testing and certification before the panel can be listed. The manufacturer applies, panels are tested, and only then listed. An installer cannot retroactively get a non-listed panel added to the ALMM list after installation.
Are imported Chinese panels ALMM-listed?
